This NOSS focuses on the competencies required in the job area of Goods Vehicle Operation at Level 3, which includes minor goods vehicle maintenance, commercial goods shipping administration, goods vehicle driving, handling emergency situations, and supervising goods vehicle operations. In 2012, there were more than 440,000 public service drivers and approximately 1,800,000 goods vehicle drivers across the country. These figures highlight the importance of ensuring that drivers are properly trained to meet the quality standards expected by industry players, such as bus operators, logistics companies, and taxi and limousine service providers.


Despite the large number of commercial vehicle drivers holding valid licenses, many accidents still occur involving such vehicles. One of the contributing factors to these incidents is the driver’s skill and competency level. Therefore, it is essential that drivers receive proper training to develop the necessary skills and competencies required to perform their duties safely and effectively.


The demand for qualified and experienced drivers is currently significant and is expected to continue increasing in the future. As such, the development of this NOSS is crucial in providing the industry with standardized guidelines and competency levels established by experts in the field. This ensures that the workforce is properly trained, skilled, and capable of meeting industry expectations.
